Fallbrook Beautification Alliance 2009 Annual Report ART IN PUBLIC PLACES MAINTENANCE Steward Greg MacDonald continues to monitor Fallbrook’s public art, cleaning and maintaining pieces as needed. BEAUTIFUL LANDSCAPE AWARDS FBA’s second annual Beautiful Landscape Awards were presented in June, 2008. Chair Anne Ondraka and her Committee oversaw the nomination and presentation process. There are four award categories: Residential; Multi-Family Development; Commercial; and, Non-Profit Agencies. Awards were presented in all four categories in 2009: Residential, Terri and Steve Cluer; Multi-Family, The Oaks Condominiums; Commercial, MRW Group Investors – 2, Merlot Building; and, Non-Profit Agencies, The Fallbrook United Methodist Church. The Committee recommends adding a Water Wise Gardens category next year. BEECH STREET PARK Park Steward Diana Schmidt, working with landscape designer Clayton, have developed an exciting revitalization plan for Beech Street Park, allowing it to realize its full potential to be another of downtown Fallbrook's artistic jewels.
Key features include: • A refreshed landscape plan, including California natives • New play equipment • An enhanced stage area • The addition of youth-generated art installations • The new park will have a strong educational component, making connections to literature through a theme based in local nature.
The proposed plan, including landscape design by A Vibrant Earth, was presented at the October 5 meeting of the FBA, and again at the November meeting of the Fallbrook Revitalization Council. The Plan also contains a list of collaborators and potenial funding sources. The next step is to put together a budget and seek final approval for the Plan from the FVA and FBA Boards. COMMUNITY SIGN EDUCATION Steward Kathleen Gerard and her committee continue to work with governmental agencies, individuals and organizations making them aware of the nuisance of illegal signs. FALLBROOK’S GRAND TRADITION JULY 4TH FUNDRAISER July 4th was FBA’s fifth annual fundraiser benefiting our organization. We netted $30,394.13. FLOWER POTS Steward Judi Sanacore reports that FBA has placed a total of 116 flower pots throughout a six block downtown area. Twenty of those flower pots were refurbished, replanted or replaced during 2009. We have an open proposal to place an additional 23 pots in the two block area of 200 South Main, east and west sides. All of the 23 pots placed are on private property and will not need county permits for placement. Businesses were all contacted early in 2009 and at that time agreed to have the flower pots on their property, although they have not signed the formal agreements as we were not ready to proceed at that time. Russ Heyneman waters and maintains the pots. GRAFFITI REMOVAL Graffiti Removal Task Force Coordinator Karen Feyler and her volunteers continue to remove graffiti throughout our community. One hundred and eight (108) incidents were reported from October 1, 2008 to September 30, 2009. Two cases have been referred to the Code Enforcement Officer. The public reports incidents of graffiti to the Volunteer Sheriff’s hotline at 760 451-3144. Photos are taken by Sheriff volunteers and reported to an answering machine at the Fallbrook Chamber of Commerce. The volunteer coordinator checks the machine regularly and logs the incidents. Graffiti is either referred to one of the seven regular graffiti removers including the utility box painter, the county, the owner of the property, FBA or the Rotary Club of Fallbrook. FBA volunteers work individually and in paint out parties. Paint and supplies are stored in a shed on the grounds of the Chamber of Commerce, where the volunteer painters have access. This year we have started to use SoySafe on certain surfaces. It is non toxic and safe for all to handle. MISSION MEDIANS Steward Pat McDougal reports that 8,990 sq. ft. of Baccharis & Rosemary was removed from the Medians; 2,465 plants were put in the ground (most of them potted by Pat); 219 pop-up sprinklers were changed to risers and 4 Manifolds were completed (there is a total of 547 roses on the north Median, 424 are being watered with new manifolds). Total revitalization costs of North Median project to date: $23,288.00
MURAL MAINTENANCE During the last year Steward Jerry Pennington monitored the murals in public places. All murals remain in good condition. PICO PROMENADE Steward Jean Dooley along with Jim Dooley and Julia Bailon continue every Friday morning to walk the four blocks of the Promenade picking up trash along the path, banks and creek bed. Trash cans are emptied and new bag liners are replaced in each container. The Dooleys are assisted each week by members of Care Rite and/or other “unknown” volunteers. Jackie and Russ Heyneman, and other members of Save Our Forests, repair irrigation lines and prune trees and other native plants along the path on an on-going basis. This year Russ installed four new wooden benches. County workers removed vegetation from the creek area. New plexiglass sign covers have been installed on the signs along the pathway and two new trash cans have been installed. Plans are bring made by three Eagle Scout candidates to place a split-rail fence along parts of the Promenade. Jackie Heyneman is working with volunteers collaborators to place boulders along the 4-block Promenade. That work is expected to be completed by the end of December, 2009. PUBLICITY Publicity Chair Mary Jo Bacik produced over 15 articles, ads and photos publicizing our July 4th fundraiser. In addition she prepared news releases and photos on FBA’s Landscape Awards, Mission Medians and Graffiti Removal. These releases appeared in three local newspapers, Boulevards, My Valley News, Westways and in multiple So Cal On-Line and event calendars. Mary Jo maintains a press book of clippings from 2005 to 2009. TRASH PICK UP Chair Chuck Sill continues to work with volunteers regularly picking up trash throughout our community.
